The above speech was given when Marcaise lost his powers after battling Earth's mightiest foe... Professor Next.  In the battle, Next was sent to an alternate reality.  Jokingly he said, "Who's Next?"  meaning which reality would be his next victim.  Next had the Democlese Effect and used it upon Marcaise.  The effect had two effects:  nemesis and neutralization.  He used it when battling Marcaise.  The only way Marcaise won was a backup revolver which he used on Next.  The battle and the events of Next's departure is listed in many tabloids which are still being reported to this day (( within the game )).

President Khorece resides no longer in the remains of the District of Columbia, but in an undisclosed location.  He is readily available to his people as long as they are not mutants.  Next had taken what Marcaise coveted:  his mutant abilities.  Marcaise was shown what it was like to be "human";  he loved the change.  Instead of worrying about his abuse of his own powers he could now focus on what is more important:  saving the rest of Earth from the threats of any other mutants.
